
Test quality and test endorsment
Test quality – from task design to test validity – is essential in language testing, particularly when testing in high stakes contexts such as the ICAO Language Proficiency Requirements.
The ICAO Language Test Endorsement Mechanism (LTEM) is currently under development and is due for operational launch in 2011. The LTEM, a cooperative effort between ILTA, ICAEA, IFALPA, IFATCA and ICAO, is designed to:
- Provide States with impartial recommendations in the selection or development of aviation English language licensing tests that meet ICAO criteria
- Foster licensing test quality as specified in ICAO guidance among as many test providers as possible

Quality Assurance training
